HSQEM Policy
The company has set up this policy to provide healthy and safe working conditions to ensure prevention of human injury or loss of life and damage to environment, ship and property, to maintain a safe and pollution-free (by protecting the environment) operating practice that complies with national and inteational regulations and relevant standards and guidelines, to use energy efficiently and to ensure quality of the operations that each part or function meets the clients’ requirements leading to sustained customer satisfaction. This Company manual describes the Company’s management system for the safe operation of ships, for quality and environmental management. The Inteational Safety Management System, MLC, ISO 9001, ISO 14001, and ISO 45001 Standards.
Types of ships under management: Bulk Carriers and Other Cargo Ships
Company objectives are to:
- Prevention of loss of life, work-related injury or illness by promoting safe and healthy practices and proper planning and execution of operations;
- To ensure that all shipboard operations are carried out safely and effectively by assessing all identified risks to its ship, personnel, environment and business activity and establishing appropriate safeguards;
- Commitment to encourage all individuals to identify potentially unsafe conditions or unlawful practices and to undertake corrective measures;
- Continuously improve the Occupational Health , Safety, Quality and Environmental Management skills of personnel ashore and aboard the ship, including preparing for emergencies related both to safety and environmental protection;
- Satisfy the Company's objectives to attain and maintain the desired quality and safety standards at optimum cost ,and ;
- Provide for environmentally friendly practices in ship operation and pollution free working environment ;
- Using natural resources effectively and improving overall energy efficiency;
- Being appropriate to the nature, scale and environmental impacts of the company’s activities as ship management service;
- Commitment to comply with relevant legal requirements and regulations, and with other requirements to which the organization subscribes;
- Commitment to the continual improvement of HSQEM system, Occupational Health & Safety performance , Environmental performance and prevention of sea pollution;
- Determine the clients' needs and ensure that customer requirements are met as a quality objective with consistent maintenance of that quality in a reliable manner by focusing on customer needs; thus attaining continual improvement and customer satisfaction.
- To ensure that relevant processes in place and resources are available to implement the system effectively.
These objectives will be achieved by;
- Maintaining high standards of safety consciousness, personal discipline and individual accountability by adherence to a comprehensive and documented system of training;
- Providing the framework for setting and reviewing environmental objectives and targets;
- Actively promoting employee participation in measures aimed at improving safety and protecting the environment;
- Identifying, documenting, assessing and conducting periodic reviews of the principal health, environmental, safety and security risks affecting our business;
- Implementing practical measures to manage identified risks effectively;
- Increasing awareness on optimal energy usage and efficiency;
- Ensuring adherence at all times to the documented operating procedures and activities and continuously reviewing all mandatory rules, regulations, industry codes and guidelines that are relevant to specific vessel types and trades;
- Implementation of a documented system which provides objective evidence that the quality system is operating effectively and quality objectives are met;
- Performing regular health , environmental , safety and security audits and taking prompt action on identified shortcomings;
- Promptly reporting and properly investigating all health, environmental, safety and security incidents and taking appropriate action to prevent recurrence;
- Conducting regular Management Reviews at planned intervals to ensure continuity, continuing suitability and adequacy and effectiveness of Occupational Health, Safety, Quality and Environmental Management System.
I promise and commit to take full responsibility for the implementation of the occupational health, safety, quality and environmental management system, and guarantee that all personnel working ashore and the seafarers including the Masters on board perform their duties in accordance with the requirements of the Health, Safety, Quality and Environmental Management Manual.
I have entrusted the responsibility and the authority for the supervision and maintenance of the Occupational Health, Safety, Quality and Environmental Management System to the General Manager. He is the Designated Person and Management Representative. The General Manager shall point out problems in Health, Safety, Quality and Environmental Management, propose, recommend and offer solutions and measures, and shall have full authority and responsibility necessary to maintain and implement Occupational Health, Safety, Quality and Environmental Management System. In addition, the general manager shall give necessary instructions to the related departments and the master, discuss problems with personnel in charge of each department until a satisfactory solution is reached, and shall confer decisions on all management related problems.
The basic policy related to the Occupational Health, Safety, Quality and Environmental Management System of the Company has been described above.
This policy is documented, implemented, maintained and communicated to all persons working for or on behalf of the company; and it is available to the public. All persons working for or on behalf of the company are requested to adhere to this policy.
Drug and Alcohol Policy
The Company has established the DRUG AND ALCOHOL POLICY applies to all personnel who may sail on or visit the ships managed by the Company and embraces the principals set forth in the Oil Companies Inteational Marine Forum (OCIMF) “Guidelines for the control of drugs and alcohol onboard the Fleet Ships”.
DRUGS; The misuse of legitimate drugs or the use, possession, distribution, or sale of illicit or non-prescribed controlled drugs on board ship or by crewmembers on shore leave is totally prohibited.
The Company will not authorise the employment of any persons who are users of or have a recent record of the use of illegal drugs or have abused the use of prescribed medications. Any crewmember found in contravention of the drug policy of the Company will be instantly dismissed and handed over to the appropriate authorities for prosecution. All are reminded that in certain countries, possession of illegal substances can result in the DEATH PENALTY.
ALCOHOL
The final responsibility rests with the Master to control the use of alcohol onboard ship. On dry cargo ships alcohol may only be allowed in strictly limited quantities and its consumption shall be controlled to ensure that:
- Consumption is limited so that blood alcohol levels never exceed 40mg/100ml.(0.04% (BAC)).
- Consumption is prohibited 24 hours prior to arrival in port or during port stay or while in U.S. territorial waters.
- Consumption is prohibited during work periods and a minimum of four hours before any scheduled work period.
- Purchasing alcohol while ashore with the intent of bringing it on board the vessel for consumption is prohibited.
- When permitted, the consumption of alcohol onboard vessels will normally be allowed in the mess room or in recreation rooms.The consumption of alcohol in cabins by individual crewmembers on their own is prohibited.
Excessive consumption of alcohol can have serious adverse affects on an individual’s health and ability to function effectively. Any person found to have an alcohol problem will not be employed aboard the ships managed by the Company. The following table gives guidelines on blood alcohol levels. The table is only a guideline. Alcohol can have differing affects on each individual.
If any crew member appears to be intoxicated or smelling of alcohol, they should not be allowed to take over a watch or be allowed to report for duty. They will then be required to undergo a breath or saliva analysis test and if the result is 0.04%(BAC) or higher, they will be restricted to their room. They will not be permitted to take a watch or duty until a further test indicates a reading of less than 0.04% (BAC).
For on board crew alcohol measurement and record keeping, “g/100ml” (BAC) to be used as unit. In terms of BAC and BrAC, there are also several kinds of different units for measurement (ie: g/L, g/Kg, mmol), but commonly below mentioned unis are being used. For the clarification; in our system, all entries to be made on g/100ml (BAC), so our alcohol limit becomes 0.04% BAC (= 0.04g/100ml = 40mg/100ml). If the alcohol measurement device on board uses a different BAC unit (for example mg/100ml, g/L, etc), then results should be converted to g/100ml BAC unit. As a general rule, more than 2 cans of ordinary beer (330ml and containing alcohol by volume not more than 4%) should not be distributed to any crew member at a time. And the distribution interval for any person should not be less than 4 hours in order to let the body to process the alcohol taken. Distribution of any other drink which includes more alcohol ratio or served in bigger volumes to crew is prohibited in order to record and keep the consumption of crew accordingly (For example: If vessel has 500ml can or bottles of beer containing alcohol by volume not more than 4%, then one can/bottle of beer will be counted as 2 of the above explained ordinary one). Different grade/volumed drinks containing more alcohol than ordinary beer may be supplied to vessel, but not for distribution to crew as indicated above. Those drinks should be supplied for the purpose of bounty to the persons visiting the vessel which are not the vessel’s crew members and to be kept in a safe under the control of Master.

No person boarding a Company vessel may possess, use or distribute any drug/substance unless it is part of medical treatment prescribed by a medical doctor. If this should occur, the Master must be immediately informed of all facts relative to the illness and treatment.
Any person found to be in possession of or trafficking in an illegal substance will be liable to immediate dismissal from the vessel. They will also be liable to dismissal from the Company and may also be liable to criminal proceedings and could be dealt with by any country in whose jurisdiction the offence has been committed. Drug trafficking is dealt severely by the courts of most countries and sentences may include capital punishment
Any Officer or crew member who has reason to believe that the Master or Chief Engineer is violating the Company’s Drug and Alcohol Policy, shall report the incident to their department head or Senior Officer, who in tu, will report the facts to the DPA.
This policy will be strictly enforced at all times, both ashore and on board. Anyone who violates the provisions of the Drug and Alcohol Policy of the Company will be subject to disciplinary action, which may include immediate repatriation.
Code of Ethics
- Ensuring ethical conduct in business practice. Ensuring all shore based and ship based personnel carry out their duties in an ethical and honest manner.
- Promoting honesty, integrity and faiess in business
- Any shore based or ship based personnel obstructing, presenting false information, or making false statements , during inspections or audits conducted shall be punished up to and including dismissal.
- Ensuring no shore based or ship based personnel are punished or suffers negative consequences for reporting violations of HSQEM procedures.
- Protecting all employees and the Company from illegal or damaging actions by individuals, either knowingly or unknowingly. Disciplinary action , up to and including dismissal, against any shore based or ship based personnel , departing from specified policies and procedures, shall be taken.
Personel
All shore based and ship based personnel recruited are required to comply, support and contribute to the effective implementation of our policies. The Company recognizes the central importance of competent shore based and ship based personnel in ensuring that the managed fleet is operated in a safe and efficient manner. The Company adopts detailed personnel recruitment, training and performance monitoring procedures, which are summarized below, in keeping with the desired objectives as well as provide and maintain the highest standarts of marine transportation and ship management ;
- Employing only medically fit and mentally sound , suitably qualified and experienced personnel as required in national and inteational rules and regulations.
- Previous employment records of individual personnel shall be considered, including appraisal reports and/or references from previous employers
- All shore based and ship based personnel a sense of belonging to become long serving employees of the Company and inculcating them a sense of loyalty and dedication
- All shore based and ship based personnel shall be familiar with Company HSQEM system and relevant procedures and they shall be given refreshment training on the same in regular intervals.
- Ensure that compliance with the HSQE standards is a key ingredient in the identification of training needs and performance reviews of shore and shipboard personnel.
Security
The Company has established the Ship Security Plan to detect security threats and take preventive measures against security incident that may affect safety and security of ships under management of our Company, personnel and property on those ships, in accordance with requirements of SOLAS Chapter XI-2 and ISPS Code (the Inteational Code for the Security of Ships and Port Facilities).This Ship Security Plan has been approved by the Administration (or by Recognized Security Organization).
The Master and all crewmembers should give effect to those requirements stipulated in the Ship Security Plan and should be familiar with their duties. They should also undergo necessary training given by the master or ship security officer designated by the Company.
On behalf of the Company, the undersigned declares as follows;
- The Master has the overriding authority and responsibility to make decisions with respect to the security of the ship;
- The Company should give necessary support to the ship when requested by the Company Security Officer, the Master and the Ship Security Officer with respect to the security of the ship.
CSO and all Company personnel dealing with daily operations of vessels under management , and personnel working on board Company vessels , are expected to comply with the required procedures within the Ship Security Plan and should be familiar with the relevant security duties required of them and the measures required to protect the ship from any unlawful act.
Complying with and maintaining ship security is a continuous process and as new potential threats are uncovered, additional security procedures and measures shall be devised and implemented.
